A prosecutor has dropped all charges against a man who was injured during an arrest by a sheriff’s deputy later involved in the fatal shooting of Susan Teel. The decision came after concerns over whether there was sufficient probable cause for the initial stop, raising questions about the circumstances surrounding the arrest.
